Job Description

HII Mission Technologies is seeking a qualified military veteran or IC Agency counterpart to join our team as an Identity / Risk Management Policy Subject Matter Expert (SME) supporting customer operations on-site in the Maryland area. This position focuses on developing, analyzing, and implementing Identity Management (IM) policies and procedures supporting worldwide missions. The Policy SME will provide expert policy guidance and analysis to ensure alignment with DoD directives and identity management frameworks while supporting technical and tactical operations.

 

Provides comprehensive policy analysis and recommendations to government senior-level staff, based on thorough research and understanding of IM methodologies, DoD directives, and federal regulations. The incumbent will conduct detailed policy reviews, develop implementation strategies, and provide subject matter expertise on identity management policies and procedures.

 

Under the direction of the designated HII project manager, the Policy SME will perform complex analytical assignments requiring deep understanding of IM policies, risk management frameworks, and compliance requirements supporting the CCMD.

Essential Job Responsibilities

  • Policy Analysis: Analyzes existing policies, procedures, and guidelines related to Identity Management and Risk Management frameworks 
  • Policy Development: Develops and updates policies, standard operating procedures, and implementation guidance 
  • Compliance Assessment: Evaluates operational compliance with established policies and regulations 
  • Advisory Services: Provides expert consultation on policy interpretation and implementation 
  • Research: Conducts research on emerging IM trends, regulations, and best practices 
  • Documentation: Creates and maintains policy documentation, white papers, and technical guidance 
  • Stakeholder Engagement: Collaborates with various stakeholders to ensure policy alignment with operational needs 
  • Risk Assessment: Evaluates policy impacts on operational risk and recommends mitigation strategies 
  • Training Support: Develops training materials and provides guidance on policy implementation 
  • Regulatory Monitoring: Tracks changes in relevant regulations and assesses impact on existing policies
  • Quality Control: Reviews and validates policy-related documentation and procedures 
  • Security Compliance: Ensures all policies align with security requirements and protocols

Minimum Qualifications

9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.

  • Bachelor’s degree and 9+ years of Identity Management / Risk Management experience. 
  • Experience with various techniques applied to Identity Management methodologies.
  • Maintain knowledge of established IM and OPSEC plans and policies.
  • Experience in determining the operational validity of a unit's IM Tactics, Techniques, and Procedures (TTPs).
  • Knowledge of various open sources, digital behaviors, and common platforms used in one or more CCMD AORs.
  • Experience within the Intelligence Community, CCMDs (J2X/3X), or Federal Law Enforcement in the specialty areas of CI/HUMINT, Cyber, and SIGINT.
  • Experience in Surveillance Detection Route (SDR) and Counter-surveillance planning.
  • Excellent communication, interpersonal, and presentation skills 
  • Other: Position may require supporting multiple DoD customers. Must be able to travel to points within the designated area of responsibility on an "as required" basis. Current/active US Passport and medically cleared to deploy.
  • TS/SCI clearance with a CI Poly, REQUIRED.

Preferred Requirements

  • Bachelor’s degree and 11+ years of Identity Management / Risk Management experience. 
  • Successful completion of the following JCITA courses: Advanced Planners Course; Advanced Technicians Course; Due Diligence Course; or the FOSS course.
  • DoD or military service special agent credentialing course.
  • DoD or military service intelligence analyst producing course.
  • DoD or military service training in SDR/Fieldcraft.
  • Experience in policy development and implementation within DoD or IC environments 
  • Knowledge of federal regulations and policies related to Identity Management 
  • Experience in writing policy documents and technical guidance 
  • Demonstrated ability to analyze complex policy issues and provide clear recommendations 
  • Background in compliance monitoring and policy effectiveness assessment

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
