This opportunity resides with All-Domain Operations (ADO), a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations.

Job Description
HII Mission Technologies is seeking an experienced Senior Program Manager to support Department of Defense (DoD) customers across Europe, including USAFE-AFAFRICA and USAREUR-AF. This role leads multiple international projects, oversees contract execution, and serves as a primary interface with government stakeholders. The manager will ensure all project deliverables meet scope, schedule, and budget requirements while directing teams supporting intelligence, surveillance, and reconnaissance (ISR) and related mission areas.
Essential Job Responsibilities
- Program & Project Management
- Lead and manage all phases of complex programs from inception to completion, including profit and loss oversight.
- Oversee operational aspects of multiple ongoing projects and ensure alignment among project teams, leadership, and planning functions.
- Establish and track milestones; monitor adherence to schedules and drive resolution of project issues involving resources or contract adjustments.
- Evaluate progress against quality, schedule, and budget goals and adjust execution plans as necessary.
- Customer & Stakeholder Engagement
- Serve as the primary customer contact for program activities, lead review sessions, and communicate cost, schedule, and technical performance.
- Work routinely with government stakeholders and mission partners supporting USAFE-AFAFRICA and USAREUR-AF.
- Identify opportunities to expand services or develop new business in support of evolving customer requirements.
- Interface and direct subcontractor work in support of contract deliverables.
- Team & Personnel Leadership
- Manage personnel, performance, scope, budget, and schedule for contract support teams operating in multiple locations.
- Direct employees across technical, administrative, and management functions.
- Ensure onsite project staff meet all contract deliverables and compliance requirements.
- Technical, Financial & Contract Execution
- Provide technical and financial oversight of tasks, milestones, and contract deliverables.
- Support ISR-related programs that may require innovative technologies across distributed geographic locations.
- Develop and deliver monthly status reports detailing completed work, upcoming activities, and developing risks or concerns.
- Prepare briefings, talking points, and written correspondence for emerging requirements or leadership engagements.
Minimum Qualifications
- 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
- 3–5 years of experience managing multi-tenant DoD contracts or performance based international projects greater than $25M.
- Demonstrated leadership, communication, and problem-solving skills with the ability to manage across diverse technical organizations.
- Ability to develop alternative and nontraditional information sources in support of DoD missions.
- Valid U.S. passport.
- Clearance: Must possess and maintain a TS/SCI clearance.
- Active PMP or DAWIA Level II/III Program Management certification.
Preferred Requirements
- Experience supporting ISR programs.
- Familiarity with SOFA/DOCPER requirements for contractors working in Germany or Italy.
- Experience with GSA/FEDSIM contract administration.
- Proficiency with Smartsheet and Office 365 for project and communications management across geographically dispersed teams.
