Job Description
HII-Mission Technologies is currently seeking a Technical Subject Matter Expert (SME) in Intelligence, Surveillance and Reconnaissance (ISR) Collection Management in Ramstein AB, Germany. The ISR Collection Management SME will provide expertise, support, analysis and recommendations regarding Air Force ISR Collection Requirements Management (CRM)requirements to best assist the A2 staff on managing collection management tasks. This position will focus primarily on United States Air Forces Europe – Air Forces Africa (USAFE-AFAFRICA) intelligence directorate’s (A2) requirements for the Strategy, Plans and Capabilities division (A2O) and requires a deep understanding of intelligence collections procedures, information flows, joint staff interactions and associated tools.
What You Will Do
- Provide knowledge, advice, and analysis of USAFE-AFAFRICA/A2’s collection management requirements and provide recommendations to Air Force staff regarding collection management strategic interactions, dependencies and challenges.
- Must express familiarity with limitations, capabilities, survivability, and lead times of ISR collection systems, as well as the processing and exploitation, analysis, and production timelines to complete and disseminate a finished product.
- Demonstrate the ability to coordinate available assigned USAFE-AFAFRICA ISR collection capabilities; including requesting external theater, joint, coalition and other agency resources to acquire needed information if appropriate.
- Coordinate with ISR analysis and targeting to assist the A2 staff to anticipate collection requirements, validate preplanned collection tasks, and update adaptive collection plans.
- Coordinate between A2 Staff, Combatant Commands, Air Operations Centers or Combat Support Agencies to fulfill collection management requirements.
- Demonstrate knowledge of airborne and national collection systems and sensors, including capabilities and limitations.
What We Are Looking For
- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience
- 5 years of ISR collection management experience at a Combatant Command, Air Operations Center (AOC), MAJCOM, or Combat Support Agency.
- Member must have strong working knowledge of military command structure, Joint Staff processes, and combatant command hierarchy; knowledge of Boards, Bureaus, Centers, Cells and Working Groups. (B2C2WG) and Global Force Management Allocation Plan (GFMAP) processes
- Must have strong understanding of collection management tools and programs of record, such as: COUGAR, GIMS,NSRP/UEE, OSCAR-MS, IDEX, THRESHER and SEARCHLIGHT
- Member must have background of knowledge of airborne and national collection systems and sensors, includingcapabilities and limitations
- The ability to prepare professionally written documents, products, and briefing materials. Must bring proficiency in MicrosoftOffice programs (Word, Excel, PowerPoint) as well as the ability to conduct presentations and briefing to senior governmentand military leaders
- Must work independently as well as in conjunction with other community professionals and technical SME to produce ISRinputs and finished products.
- Must be eligible for Technical Expert Status Accreditation (TESA) as issued by the DOCPER office
- Clearance: Must possess and maintain a TS/SCI security clearance.

- Recent work history supporting US military operations in the European and African Areas of Responsibility.
- Prior work history with USAFE-AFAFRICA as an intelligence professional (e.g. active-duty service member, government civilian, or DoD contractor)
