Who we are
HII Mission Technologies is currently seeking a Subcontracts Manager to work out of their Fairfax, VA office. The individual filling this role will oversee, mentor, and manage a team of subcontracts professionals performing cradle-to-grave subcontract administration. The individual will be responsible for the oversight of day-to-day subcontract duties in support of a Business Group to include support of proposals, issuance of new subcontracts, modifications, evaluating performance issues and the maintenance of file documentation to ensure compliance to CPSR and SOX requirements. The selected candidate will have a general understanding of the business unit line of business and an appreciation of the financial/analytical issues of profit and loss.
Primary objectives will be the development of the team and working collaboratively with internal business leaders (e. g. Business Group Presidents, Operations VPs, Program Managers, Business Development, Contract Administrators, Pricing, Finance, etc.) on pre & post-award subcontracting actions in order to capture business requirements, provide market analysis, and develop sourcing strategies & plans to deliver best in class value to the organization.
Key Responsibilities:
- Lead and manage a team of subcontract administrators and provide mentoring and training to the assigned staff in cradle-to-grave subcontract management.
- Supervise, develop and manage staff including setting goals and objectives, and assisting staff in meeting those goals and objectives.
- Build strong relationships with internal business owners to understand business objectives and requirements to support proposals and manage subcontract performance.
- Ability to find solutions to business needs within the confines of a CPSR-approved system.
- Use a risk-based approach to developing sourcing strategies and negotiating contract language.
- Support the team and assist in the negotiations and execution of complex subcontracts and requirements.
- Ensure the team is obtaining proper approvals from Legal, Compliance, Security, the requesting business area and any other internal stakeholders as may be warranted for each subcontract.
- Build and maintain external vendor relationships for key subcontractors.
- Provide input to Strategic Sourcing policies and procedures.
- Respond to contract audit reviews to satisfy reporting requirements.
What you need to have:
- 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.
- Relevant experience in procurement and subcontract administration with contractors to the federal government.
- Knowledge of FAR, DFARs, GSA Schedules and IDIQ vehicles as well as applicable procurement laws and regulations.
- Strong relationship building and management experience.
- Excellent time management, organizational and prioritization skills.
- Positive approach toward business management with flexibility and willingness to try new tasks/assignments.
- Ability to manage multiple stakeholders and competing priorities.
- Ability to manage multiple tasks simultaneously.
- Strong interpersonal and written/verbal communication skills.
- Willingness to work under time pressure and meet deadlines.
- Ability to travel up to 10% on an as needed basis.
