Who we are

HII - Mission Technologies is currently seeking an experienced Subcontracts Administrator to join our team. This position can have remote capabilities. You will be responsible for the start-to-finish administration of major subcontracts of high risk and high complexity to the company. You will monitor subcontractor performance for conformance to the subcontract terms and conditions and scope of work. Within the context of a government prime contract, you will be responsible for negotiating and managing complex agreements with subcontractors; this includes supporting the capture and proposal process through contract award and execution. Also, you may mentor lower-level employees.

Key Responsibilities:

  • Within the context of a government prime contract, responsible for managing complex agreements with subcontractors. This includes supporting the capture and proposal process through contract award and subcontract execution.
  • Prepares solicitation documents for complex procurements to include statements of work, terms and conditions and flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for procurement.
  • Serves as the focal point when bids are received, reviews both the technical and cost or price volumes, consults with technical staff, and resolves matters of disagreement between HII and subcontractors.
  • Ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to timeliness, cost considerations, and technical objectives.
  • Working knowledge of government purchasing system requirements and Federal Acquisition Regulation (FAR) and other government regulations.
  • Competency in negotiations: agreement terms, conditions, pricing, and other government requirements.
  • Prepares price analyses, negotiation memos, written reports, letters, and memoranda required for internal and external distribution.
  • Maintains CPSR compliant subcontract files.
  • Reviews audit files to ensure compliance with purchasing system, industrial and government contract requirements and other internal procurement policies and procedures.
  • Prepares and presents briefings to staff and management on subcontracting matters; attends program leadership meetings to address questions or concerns of cross-functional areas.
  • Coordinates subcontracting activities with various internal and external sources.
  • Consults with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance.
  • Provides guidance to less experienced Subcontract Administrators.
  • Performs additional duties and responsibilities as assigned.

What you need to have:

  • 10 years relevant experience with Bachelors preferably in procurement, supply chain, or in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
  • Experience successfully performing complex cost / price analyses, utilizing any combination of the methodologies outlined in FAR 15.404-1, “Proposal Analysis Techniques”.
  • Intricate, functional knowledge of CPSR compliance requirements.  Ideally, you will have actively participated in a CPSR within the past five (5) years.
  • Knowledge of and ability to negotiate agreements of various types (FFP, Cost Type (CPFF, CPIF, CPAF), T&M / LH, IDIQs, Hybrid, IWO, OTA, etc.) and complexity and a working familiarity with commercial law and commercial contract management principles, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement.
  • Understanding the business case and an appreciation of financial/analytical issues and profit and loss implications. You will perform price analyses and conduct negotiations on the company’s behalf.
  • Skilled with Microsoft Office (Word, Excel, and PowerPoint) and Costpoint.
  • Excellent verbal communication, presentation, and interpersonal skills.  
  • Must be able to effectively navigate procurement related issues of varying complexity to drive towards revolution, often requiring collaboration with non-procurement functionals.
  • Strong analytical abilities; detail oriented. Further, the successful candidate will possess the skills necessary to work independently, establish priorities, and meet deadlines with minimal supervision while working in a dynamic environment. 
  • Must have a positive approach towards business management with flexibility and willingness to attempt new tasks or assignments. 

Bonus points for:

  • CFCM certification.
  • Experience using Unison CLM.
  • Experience with complex contracts and non-traditional projects, to include Other Transaction Agreements (OTAs). 
  • Supported OCONUS projects and working with foreign subcontractors.
  • Experience with GSA AAS (formerly FEDSIM) administered prime contracts.
  • Active participation in a CPSR within the past 3 to 5 years.
