Who we are

HII-Mission Technologies is seeking a Senior Subcontract Manager to join our team. This position will be hybrid based out of our Fairfax, VA office. This role is primarily responsible for leading and developing our proposal focused subcontract support function. The selected individual will manage a team of subcontract administrators directly supporting proposal efforts and will also provide mentorship, guidance, and subject matter expertise to other subcontract professionals assigned to proposal activities across the organization.

 

This position is heavily focused on pre award subcontract strategy, proposal execution, and development of standardized processes and procedures. Unlike traditional cradle to grave roles, this position involves limited to no responsibility for issuing subcontracts or administering post award modifications.


The Senior Subcontract Manager will play a central role in maturing our proposal support operating model, ensuring consistent, compliant, and efficient subcontract inputs for competitive and sole source proposals. The ideal candidate will demonstrate strong leadership, an ability to build scalable processes, and deep knowledge of CPSR compliant pre award practices.

Key Responsibilities:

  • Lead, mentor, and manage a team of subcontract administrators assigned to proposal efforts, ensuring high quality subcontract inputs for all capture and proposal submissions.
  • Provide coaching and functional oversight to other subcontract professionals supporting proposals across the business.
  • Develop, standardize, and continuously improve proposal related subcontract processes, templates, tools, and procedures.
  • Partner closely with Business Development, Capture, Pricing, Contracts, Program Management, and other internal stakeholders to understand requirements and provide compliant, timely subcontractor inputs.
  • Create and implement sourcing strategies for proposal efforts, including risk assessments, market research, competitive analysis, and recommended acquisition approaches.
  • Ensure the team prepares high quality RFP packages for subcontractors, conducts evaluations, and obtains compliant subcontractor proposals.
  • Standardize and oversee processes for generating price analyses, reviewing source justifications, negotiation memoranda, and other
  • CPSR compliant pre award documentation that supports proposal volumes.
  • Serve as an internal subject matter expert on proposal phase subcontracting requirements and best practices.
  • Coordinate approvals with Legal, Compliance, Security, and other stakeholders as needed to support proposal submissions.
  • Build strong relationships with key subcontractors to support capture and proposal strategies.
  • Support audit readiness activities related to pre award and proposal phase subcontract documentation.

What you need to have:

  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
  • Relevant experience in procurement and subcontract administration with contractors to the federal government.
  • Knowledge of FAR, DFARs, GSA Schedules and IDIQ vehicles as well as applicable procurement laws and regulations.
  • Strong relationship building and management experience.
  • Excellent time management, organizational and prioritization skills.
  • Positive approach toward business management with flexibility and willingness to try new tasks/assignments.
  • Ability to manage multiple stakeholders and competing priorities.
  • Ability to manage multiple tasks simultaneously.
  • Strong interpersonal and written/verbal communication skills.
