Summary

Senior Contracts Director for HII Mission Technologies Corp’s (HII MTC’s) All Domain Operations (ADO) Business Group: Directs and manages a large 10+ person team responsible for the administration of contracts and timely, complete and effective preparation of proposals in response to RFPs or other opportunities to bring new business or expand existing business. Supervises second-level managers and professional contracts staff. Work location is both in the office with the ability to work from home/remote as needed.

What you will do

  • Acts as the lead contracts point of contact for the HII MTC ADO Group-level line organization. Interfaces regularly with senior leadership and executives and is responsible for the overall management of proposal and contract activities related to new business acquisition.  Develops strategies with management to ensure competitive, profitable proposals.  
  • Builds key relationship with senior USG Contracts leads to shape current and future acquisition strategies.
  • Prepares/oversees complex proposals for customer requirements, leads discussions on proposal cost strategy and coordinates special rate calculations and other significant financial impacts with financial operations.  Advises management of potential risk areas.
  • Overall responsibility for the scheduling, development, review, and submission of proposals in the organization, with a focus on cost/price proposal management, and for the negotiation of new awards.  
  • Oversees the negotiation and establishment of Non-Disclosure Agreements and Teaming Agreements  with prospective partners to respond to client’s solicitation requirements.
  • Oversees the execution of contract administration policies and procedures within the limits of delegated authority and in accordance with corporate policies and procedures and government regulations.  
  • Works closely with the HII Mission Technologies Division (HII-MTD) VP of Contracts and Pricing and other Contracts Directors to ensure consistent standards of practice are applied to contracts and proposals across the company.
  • Ensures compliance with all government and corporate policies and procedures by the contract administration staff.  Assumes a significant role in the recommendation of new or revised corporate policies and procedures related to proposals and contract administration.
  • Signs contracts and agreements in accordance with delegated authority.  Reviews all new opportunities across the company for potential conflict of interest.
  • Reviews exports of technical data or defense services for compliance with ITAR and EAR requirements.
  • Attends Corporate reviews, IPRs, unbilled meetings and other meetings, as required.  Participates in management review of proposals, contracts, and programs.
  • Reviews unusual contract situations that are being handled by other members of the contract team and provides subject matter expert assistance as needed.  Provides guidance to Group-level line staff and management on contractual and business issues, including risk/benefit analyses.
  • Prepares and presents briefings to staff and clients. Selects, trains, develops, mentors and supervises contract administration staff.
  • Performs additional duties and responsibilities as assigned, including providing senior level support to the HII MTD Sr. VP of Contracts and Pricing on special projects and activities.

What you must have

  • 10 years relevant progressive experience with Bachelors in related field; 8 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant progressive experience.
  • 10 plus years of directly related experience in a government contracting environment including at least 5 years of supervisory/management experience.
  • Experience with all contract types, inclusive of risk analysis for FFP required.
  • Subject Matter Expert in FAR (inclusive of OCI), DFARS, other FAR supplements, and CAS as well as commercial contracting.
  • Excellent oral and written communication, presentation and interpersonal skills.
  • Skilled with Microsoft Office (Word, Excel and PowerPoint).
  • Strong analytical abilities; detail oriented.
     

Bonus Points for...

  • Bachelor’s degree in related discipline and 15 plus years of directly related experience in a government contracting environment including at least 5 years of supervisory/management experience.
  • Experience in sales of commercial software to government and commercial customers is desired.
  • Experience with GSA AAS Defense (formerly FEDSIM) desired.
  • Experience with the Deltek Costpoint Accounting System platform desired.
  •  Top Secret clearance desired.
