Job Description
Huntington Ingalls Industries (HII) Mission Technologies Warfare Systems partners with the DoD and defense innovation ecosystem to rapidly acquire and field critical and emerging technologies, particularly integrated communications, networking, and Systems-of-Systems (SoS) technologies, to enhance national security and warfighter capabilities. Through a multiagency contracting approach, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) initiative focuses on advancing these technologies to achieve multi-domain battlespace integration and resilient command and control. This includes a broad range of services such as systems engineering, cybersecurity, operational integration, and data analytics, all aimed at modernizing communications and ensuring seamless information exchange for the DoD and its allies.
HII Mission Technologies is seeking a detail-oriented and highly capable Program Cost Control Manager to oversee financial operations for a single high-value General Services Administration (GSA) Assisted Acquisition Services (AAS) contract. This position is based in Fairfax, Virginia with a hybrid work schedule and plays a critical role in supporting program execution, invoicing, and compliance in collaboration with COBRA Program Management (PM), the Mission Partner (MP), and other internal stakeholders.
The ideal candidate will have hands-on experience preparing deliverables; aligning funding across Technical Direction Letters (TDLs); supporting program growth and modeling initiatives; and performing invoicing and unbilled reconciliations. The role requires expertise in government contracting, invoicing regulations, and a proactive, solutions-driven approach.
Essential Job Responsibilities
Prepare key financial deliverables, including Monthly Status Report, Estimate at Completion, TDL financial Tracking, and partner with COBRA Program Management and Mission Partners to support program execution.
• Lead efforts on project modeling and estimation to support program growth and new initiatives.
• Ensure proper funding is aligned across all TDLs and that tasking remains executable and aligned with contract ceiling and customer guidance.
• Partner with the Mission Partner to support strategic funding alignment, obligation planning, and execution forecasting.
• Identify invoicing requirements in coordination with the Project Finance team, Contracts Administrator, and TDL leads to ensure timely and accurate invoicing.
• Generate invoices in Costpoint, ensuring compliance with contract terms, accounting standards, and regulatory guidelines (FAR, CAS).
• Submit invoices via MP’s web-based invoicing portals and track acknowledgments and payments.
• Review and monitor Accounts Receivable aging reports to identify and resolve open balances, especially those over 30 days.
• Reconcile unbilled receivables with internal stakeholders to ensure billing accuracy.
• Provide ad hoc financial analysis, revenue/billing forecasting, and audit support as required.
• Serve as a liaison across internal teams including Program Manager, Contracts, Accounting, and Financial Planning.
• Confirm availability of funding before processing Travel Authorization Requests (TARs) and Requests to Initiate Purchases (RIPs).
• Ensure Costpoint project/task setup accurately reflects Task Order structure and Mission Partner funding requirements.
• Identify issues and proactively troubleshoot invoicing and funding discrepancies with internal and external stakeholders.
Minimum Qualifications
Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
- 15+ years of experience in financial management, program control or project accounting.
- Strong understanding of GSA AAS program structures, including TDL management, deliverables, and CLIN/SLIN-based funding.
- Proficiency in Deltek Costpoint and familiarity with web-based invoicing platforms used by government or commercial partners.Working knowledge of FAR, CAS, and invoicing/revenue recognition best practices.
- Excellent analytical, organizational, and communication skills.
Preferred Requirements
Master’s degree (MBA) or CPA/CMA certification.
• Prior experience managing invoicing and deliverables for a large single GSA AAS contract.
• Experience working in hybrid environments with cross-functional and geographically distributed teams.
• Active or prior U.S. government clearance or ability to obtain one.
