Job Description

Huntington Ingalls Industries (HII) Mission Technologies Warfare Systems partners with the DoD and defense innovation ecosystem to rapidly acquire and field critical and emerging technologies, particularly integrated communications, networking, and Systems-of-Systems (SoS) technologies, to enhance national security and warfighter capabilities. Through a multiagency contracting approach, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) initiative focuses on advancing these technologies to achieve multi-domain battlespace integration and resilient command and control. This includes a broad range of services such as systems engineering, cybersecurity, operational integration, and data analytics, all aimed at modernizing communications and ensuring seamless information exchange for the DoD and its allies.

 

HII Mission Technologies is seeking a highly experienced and results-oriented Senior Program Control Analyst to support the financial management and execution of large, complex government contracts. This role can be performed remotely within the U.S. and offers flexibility while maintaining strong integration with the Program Control Manager and broader program team.

The Senior Analyst is responsible for overseeing financial aspects of specific task orders, maintaining cost controls, tracking funding, and ensuring compliance with contract terms. This individual plays a critical role in project planning, risk analysis, forecasting, and driving performance through proactive financial oversight.

Essential Job Responsibilities

  • Oversee the financial execution of specific task orders, ensuring timely performance, proper cost allocation, and adherence to contractual terms.
  • Coordinate project planning activities to support contractual performance goals and internal targets.
  • Maintain financial tracking systems and ensure cost controls align with program objectives.
  • Analyze budget allocations, expenditures, and forecasts to optimize project outcomes.
  • Develop Work Breakdown Structures (WBS), Basis of Estimates (BOEs), and time-phased budgets.
  • Prepare and maintain accurate Estimates at Completion (EACs) and support internal reporting deadlines.
  • Perform variance analysis and recommend corrective actions where needed.
  • Provide insight on financial risk management and propose cost-saving measures.
  • Prepare and submit financial deliverables and customer reports (e.g., monthly status, burn rate, CDRLs).
  • Ensure data quality and contractual compliance in all financial reporting.
  • Monitor and communicate funding status by CLIN/task order and recommend reallocation as needed.
  • Support internal program reviews (IPRs) with relevant financial presentations and commentary.
  • Support the billing process by validating invoice accuracy and reconciling billed/unbilled amounts.
  • Monitor Accounts Receivable aging and assist in resolving outstanding balances.
  • Prepare subcontractor and vendor accruals in accordance with GAAP and internal procedures.
  • Ensure proper recording of program revenue and profit aligned with the current EAC.
  • Collaborate with Program Management, Contracts, Accounting, and Procurement to ensure alignment on financial execution.
  • Participate in the improvement of financial processes and internal controls.

 

Minimum Qualifications

6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.

 

  • Bachelor’s degree in finance, Accounting, Business Administration, or related field.
  • 6+ years of Program Control or related and progressive experience with an emphasis in Finance, Accounting, or a related discipline is required.
  • Strong working knowledge of federal contracts, including task order management and cost tracking.
  • Experience with Deltek Costpoint and strong Microsoft Excel skills.
  • Solid understanding of funding allocation, billing cycles, and financial deliverables.
  • Strong communication skills and ability to work cross-functionally with financial and non-financial stakeholders.
  • Must be analytical, possess excellent communication and presentation skills and ability to work independently as well as a member of a team

Preferred Requirements

  • Prior experience supporting T&M, CPFF, or FFP government contracts
  • Working knowledge of reporting tools such as Cognos or Power BI
  • Experience working in hybrid environments with cross-functional and geographically distributed teams.
  • Active or prior U.S. government clearance or ability to obtain one.
