Job Description

Huntington Ingalls Industries (HII) Mission Technologies Warfare Systems partners with the DoD and defense innovation ecosystem to rapidly acquire and field critical and emerging technologies, particularly integrated communications, networking, and Systems-of-Systems (SoS) technologies, to enhance national security and warfighter capabilities. Through a multiagency contracting approach, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) initiative focuses on advancing these technologies to achieve multi-domain battlespace integration and resilient command and control. This includes a broad range of services such as systems engineering, cybersecurity, operational integration, and data analytics, all aimed at modernizing communications and ensuring seamless information exchange for the DoD and its allies.

 

HII Mission Technologies is seeking a highly skilled Lead Program Control Analyst to provide direct financial and analytical support to the Program Control Manager on a large, complex contract. This position is based in Fairfax, VA and offers a hybrid work schedule.

The Lead Analyst will serve as a key resource in the areas of program budgeting, forecasting, funding tracking, and customer deliverables. The individual will work closely with technical and financial stakeholders, ensure compliance with General Services Administration (GSA) Assisted Acquisition Services (AAS) contract requirements, and help drive financial accuracy and insight throughout the program lifecycle.

Essential Job Responsibilities

  • Support the Program Control Manager in preparing deliverables, forecasts, and funding analyses across all Task Orders and CLINs.
  • Track and report on actuals vs. budgets, funding burn rates, and variance analysis at both contract and task levels.
  • Maintain and update Estimates at Completion (EACs) and coordinate updates with technical and PMO teams.
  • Support the alignment and validation of funding across Technical Direction Letters (TDLs).
  • Participate in program reviews and support internal and external reporting efforts.
  • Perform data entry and validation in Deltek Costpoint related to labor and non-labor transactions, project setup, and invoice processing.
  • Ensure proper cost classification and task structure in support of project planning and billing accuracy.
  • Reconcile unbilled balances and assist with month-end and quarter-end close processes.
  • Assist in preparing financial deliverables, such as Monthly Status Report, EAC, and Invoicing
  • Work with Contracts, Accounting, and the PM to ensure invoices are accurate and submitted in a timely manner.
  • Help maintain a complete repository of supporting documentation including funding mods, invoice logs, and TDL funding assignments.

 

Minimum Qualifications

10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.

 

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
  • 10 yrs of Program Control or related and progressive experience with an emphasis in Finance, Accounting, or a related discipline is required.
  • Strong working knowledge of federal contracts, including task order management and cost tracking.
  • Experience with Deltek Costpoint and strong Microsoft Excel skills.
  • Solid understanding of funding allocation, billing cycles, and financial deliverables.
  • Strong communication skills and ability to work cross-functionally with financial and non-financial stakeholders.
  • Candidates must possess a strong background working with multiple government contract types: FFP, FPI, FPLOE, T&M, CPAF, CPFF, CPIF, and hybrid contracts.
  • Must be analytical, possess excellent communication and presentation skills and have the ability to work independently as well as a member of a team

 

Preferred Requirements

 

  • Experience supporting GSA AAS contracts.
  • Experience working in hybrid environments with cross-functional and geographically distributed teams.
  • Active or prior U.S. government clearance or ability to obtain one.
