This opportunity resides with Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), a business group within HII’s Mission Technologies division. Job Description

HII Mission Technologies is in search of a Director of Programs to support the Command and Control & Intelligence Business Operation.  This position is in or around Washington DC.  The HII Director manages multiple Program Managers and personnel as assigned in support of US Government customers and their activities within Department of Defense (DoD). The Director is responsible for achieving business goals and growth targets, developing assigned personnel, serves as the primary point of contact of HII to assigned customers, and directly contributes to the definition and implementation of company strategy within the C2 and Intel Business Unit.

 

The successful candidate will be an acknowledged expert in the geopolitical and military operational issues facing operations within the intelligence communities and various DoD areas of responsibility. The candidate will be goal-oriented with a history of driving innovation and skillfully working across large organizations to build consensus and support. The ideal candidate is drawn to opportunities and innovation, enjoys teamwork, and regards critical thinking and problem-solving as fascinating and essential — and has a passion for achieving successful Programs.
 

Essential Job Responsibilities

  • Develop and guide initiatives that improve our value to customers and creates identifiable differentiators amongst our competitors.
  • Senior-level leadership ensuring achievement of performance and financial goals for assigned programs/contracts. 
  • Ensure adequate and timely staffing of all programs/contracts and professional development of all assigned personnel. Conduct individual performance assessments and successor planning.
  • Maintain close contact with customers, CORs and Contracting Officers as required to make requisite and timely adjustments to programs (managers, staff, priorities, and deliverables). Changes in scope or funding will be coordinated with the appropriate HII contract, subcontract, or finance representative.
  • Lead people, programs while developing new business opportunities within DoD in accordance with assigned growth targets and ensure adequate preparation and submission of winning proposals for re-compete efforts. Coordinate for Business Development (BD), Capture and Proposal Personnel support as required to win new or re-compete business. Be prepared to assume critical roles on select opportunities in the BD Lifecycle as required. 
  • Advise on corporate strategic and technology investment planning in support of Government customers. 
  • Conduct periodic Program Management Reviews, monthly program variance assessments, and Customer Satisfaction Surveys. 
  • Work with all functional departments as required to ensure continued customer satisfaction, compliance with corporate policies and standards, and to maintain high ethical standards. 
  • Develop and guide initiatives that improve our value to customers and creates identifiable differentiators amongst our competitors.

Minimum Qualifications

  • 10 years relevant progressive experience with Bachelors in related field; or 8 years relevant progressive experience with Masters in related field.
  • Minimum of 5 years’ operational experience in the OCONUS; prefer Intelligence Operations and/or Joint/sub-unified headquarters experience. 
  • 3 years’ experience as a Business Area Manager (3 or more Program Managers Reporting Directly)
  • Excellent written and oral communications skills. 
  • Ability to get along with others while working in a fast paced collaborative team environment is essential. A leader that drives successful results with and through others.  
  • Demonstrated experience building and leading an engaged, diverse and inclusive culture.  Bringing the best out of the workforce – creating a culture of empowered employees who love to come to work.
  • Managed multiple Program or Project Managers and FTE counts more than 100. 
  • Managed a Profit and Loss budget with annual required financial and growth goals.
  • Clearance: Must have previously possessed and maintain at least a Secret and ability to attain a Top-Secret /SCI clearance.  

Preferred Requirements

  • 5 years’ managing contract portfolio of over $60M in the defense industry experience.
  • 5 years’ leadership experience in the Command and Control, or Intelligence and/or ISR domain.
  • Government and industry relationships in PEO STRI / CYBERCOM
