Who we are

HII-Mission Technologies is seeking a CPSR Compliance Manager to join the team! This position can be a remote or hybrid opportunity based out of our Fairfax, VA location. The Compliance Manager provides strategic leadership and oversight for the organization’s Contractor Purchasing System Review (CPSR) readiness and ongoing compliance. This role manages procurement compliance programs, leads internal teams through CPSR preparation and audit cycles, drives continuous improvement of purchasing policies and procedures, and partners closely with leadership across procurement, legal, finance, and operations. The ideal candidate has deep knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and CPSR requirements, and brings strong team leadership and change management skills.

Key Responsibilities:

  • Lead the organization’s CPSR compliance strategy, ensuring the purchasing system meets FAR Part 44, DFARS, and internal policy requirements.
  • Manage a team of compliance analysts or procurement professionals responsible for file reviews, process support, training, and documentation.
  • Oversee end to end CPSR preparation activities including gap assessments, internal audits, file population readiness, documentation updates, data calls, and audit phase coordination.
  • Develop, implement, and maintain procurement policies, procedures, standard templates, and process controls that support a compliant and efficient purchasing system.
  • Report purchasing system health and audit metrics to senior leadership; develop action plans to mitigate risks and drive continuous improvement.
  • Provide expert-level guidance on complex procurement compliance issues including price analysis, cost/price reasonableness, commercial item determinations, subcontract type selection, competition documentation, and supplier due diligence.
  • Monitor federal regulatory changes and interpret their impact to procurement processes; ensure timely updates across the organization.
  • Partner with internal procurement leadership to strengthen buyer capability, consistency of documentation, and alignment to CPSR expectations.
  • Lead and deliver compliance training programs to procurement staff at all levels.
  • Support internal and external audit interactions, including DCAA, DCMA, and customer reviews, ensuring accurate and timely responses.
  • Promote a culture of compliance, integrity, and audit-readiness within the procurement function.

What you need to have:

  • 6 years relevant progressive experience with Bachelors in business, supply chain, accounting, or related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • 6+ years of experience in government procurement, subcontracts, or compliance; 3+ years in a leadership or supervisory role.
  • Strong, hands-on knowledge of FAR/DFARS and CPSR requirements.
  • Experience managing or participating in CPSR audits or purchasing system assessments.
  • Demonstrated ability to review, assess, and improve procurement processes at an enterprise level.
  • Excellent written and verbal communication skills, including preparation of audit responses and leadership reporting.
  • Strong leadership, coaching, and team development skills.

Bonus points for:

  • Experience managing a CPSR approval process or sustaining an approved purchasing system.
  • Expertise in cost/price analysis, including the application of TINA/Truthful Cost or Pricing Data.
  • Familiarity with Deltek Costpoint, and Unison Contract Lifecycle Management software.
  • Professional certifications such as CFCM, CCCM, CPCM, CPIM, or CSCP.
