Shape the Future of Federal Acquisition Analytics

 

HII-Mission Technologies is seeking a highly motivated and innovative Business Data Analyst to join our Acquisition Pathways PMO, helping leverage both traditional and non-traditional master contracts and agreements to grow our business. This will be a hybrid role based out of our Fairfax, VA location. This role brings a business intelligence and data driven approach to IDIQ, CSO, and OTA opportunity analysis, distribution, bid/no bid decision support, acquisition trend identification, and acquisition strategy insights.


You will design and maintain PMO wide data assets and dashboards, operationalize governance and reporting, and enable business developers and capture teams to focus on strategic execution. The ideal candidate is proactive, highly organized, detail oriented, and comfortable coordinating multiple priorities while independently solving problems and producing executive ready insights.

Key Responsibilities:

  • Drive smarter decisions by analyzing IDIQ, CSO, and OTA opportunities and surfacing actionable trends.
  • Distribute new opportunities and keep our BD, capture, and PM teammates aligned and informed.
  • Build dashboards, reports, and executive level presentations that clearly communicate what matters.
  • Use and manage data within core PMO systems—Salesforce, SharePoint, Cognos/BI tools—to ensure clean, reliable, decision ready data.
  • Research upcoming RFPs and acquisition activity to keep the PMO one step ahead.
  • Maintain our RFP and knowledge libraries so teams can find the right content fast.
  • Support master contract management deliverables and new master contract pursuits.
  • Facilitate lessons learned and help us continuously improve how we deliver.
  • Coordinate PMO events and training sessions that strengthen collaboration.
  • Use AI tools to work smarter—never sacrificing quality, accuracy, or compliance.

What you need to have:

  • 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.
  • 3+ years of experience in program/project analysis, PMO support, BD/capture, or proposal operations.
  • Understanding of the FAR/DFARS framework and how acquisitions move from opportunity to award.
  • Experience with federal procurement research sources and market intelligence practices.
  • Strong skills in SharePoint, Salesforce, Excel, PowerPoint, BI tools (Cognos, Power BI), and MS Teams.
  • Familiarity with capture/proposal tools, metadata/tagging, and content automation.
  • Strong analytical and data integration skills with a track record of delivering accurate, data driven visualizations and insights.
  • Confidence working under pressure, juggling multiple priorities, and managing sensitive data.
  • Ability to obtain a DoD security clearance.

Bonus points for:

  • Experience applying CSO/OTA approaches in federal or DoD procurements.
  • Basic SQL or Python for analytics is a plus.
  • A hands on, can do approach and eagerness to learn quickly.
  • Based in or near Fairfax, VA.
  • Ability to travel occasionally (0–10%).
