Summary:

 

Huntington Ingalls Industry (HII) Mission Technologies, is currently seeking a Personnel Resource Analyst to support the 53rd Wing HQ at Eglin AFB.

What You Will Do:

The following Duties represent a majority of the position’s key responsibilities.  To provide wing senior leadership, commanders, supervisors, military members, and civilian employees with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient personnel management

Experience required in below areas:

  • Advising organization commanders, supervisors, and staff personnel on the functions and capabilities of the program, to include recruitment processes, retention programs, and sustainment of federal employees
  • Establishing, defining, and advising on/monitoring implementation of requirements for command Civilian Personnel programs to ensure operations are in line with regulatory requirements, support goals, and mission requirements
  • Supporting recruitment and placement of personnel ICW numerous Host Base Civilian Personnel Offices
  • Advising managers in strategic planning and identifying immediate and long-range command needs.

Key attributes: Understands 53rd Wing mission; skilled relations manager; communicates well; simplifies complex problems, problem analysis, manages the process from idea to execution, anticipates and averts problems, grasps and adds value to 53rd Wing vision, and has organization and political intelligence.

What We're Looking For:

  • 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.
  • Active DoD Secret clearance
  • Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of AF, multiple MAJCOMs, multiple host bases, and 53d Wing mission to support civilian human resources program administration.
  • Knowledge of the laws, regulations, principles, and practices of federal civilian personnel program administration.
  • Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
  • Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
  • Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
  • Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.

Preferred Requirements

 

  • Education: Minimum 4-year degree in business, economics or a related field
  • Defense Travel System approver/administration experience
  • Experience with:
  • Procurement Integrated Enterprise Environment (PIEE)
  • Microsoft Excel (expert understanding on pivot tables and creating dashboards)
  • Defense Travel System (DTS)
  • Defense Enterprise Accounting and Management System (DEAMS)
  • Military Interdepartmental Purchase Request (MIPR)
  • Government General Terms & Conditions (GT&C) Process
  • Strong leadership, writing and management skills
  • Understanding of Project Lead-tasks and expectations
  • Convening and leading customer meetings internal and joint
  • Basic understanding of Programmatic Issues, Risks, Concerns and presenting Corrective Actions
  • Skilled communicator
