Job Description

Huntington Ingalls Industries, Mission Technologies (HII-MT) is looking for a Acquisition Program Management to support the F-22 Program office with Lab Business Management Support.  A Secret/SAP access is a requirement to be considered for this position.   

Knowledge and experience in acquisition program management philosophy, policies, and procedures to DoD, USAF, and sister service systems, subsystems, and equipment procurement activities, including prime mission equipment and support equipment, post-award project/program management tasks, and planning for the accomplishment of various program milestones and acquisition programs throughout their life cycles.

Essential Job Responsibilities

Labs Business Management Support Includes:

  • Experience with the F-22 or other fighter/bomber aircraft in the modernization and sustainment phase of their life cycle.
  • Knowledge and understanding of the relationships between lab, developmental, operational, weapons, and live fire test IAW AFI 99-103.
  • Analyze, plan, and lead efforts to streamline Continuous Improvement/Continuous Development (CI/CD) pipeline, subsystem labs and system integration labs that support F-22 development testing while striving to remove barriers between labs and flight test.
  • Facilitate and conduct business case analyses to maximize integration lab efficiency.
  • Assess the necessity of multiple supplier labs to support development testing and determine the best approach to fund supplier labs.
  • Interface with Air Force Headquarters, ACC, AFMC, Air Force Test Center, OSD, AFOTEC, AFLCMC, DCMA, DCAA, the F-22 Engine Program Office, and user communities to accomplish tasks including, but not limited, to managing cost, schedule, and performance, responding to audit requests, managing schedules, and setting priorities.
  • Initiate and work with other F-22 program managers and engineers on Lab and CTF contracting strategies and provide support to various F-22 Labs for business case analyses.
  • Must have an understanding of Agile principles and shall adapt those principles to a service contract.

 

Acquisition Program Management support includes:

  • Advise and assist in the management and organization of resources and personnel needed to efficiently and effectively meet the objectives of each task.
  • Assist with the development of documents
  • Perform material solution analyses leading up to design reviews.
  • Produce or support development of draft documentation and presentation materials
  • Support development of reporting material and Commander’s/ Director’s Action Group processes
  • Provide support for the full spectrum of actions required
  • Provide assistance in risk management, project management, process improvement support, and logistics support.
  • Provide support for strategic scheduling and planning documentation
  • Develop, analyze, and maintain a master integrated program schedule from concept exploration to fielding a system
  • Employ networking software tools and capabilities to support lower tier schedule networking, network statistics usage, generation of network graphics, assignment of realistic durations, and relationships to network element
  • Evaluate Weapon System Contractor-proposed schedules against Government schedules
  • Assess Government program office schedules against schedule databases
  • Conduct probabilistic and deterministic risk assessments
  • Utilize Microsoft Project
  • Integrate Weapon System Contractor/Supplier and Government schedule data with the F-22 Division’s schedule databases.
  • Perform analyses to support program strategy decisions and courses of action
  • Provide a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation.
  • Provide inputs, draft, coordinate with the appropriate F-22 Division branches and/or other Government agencies, adjudicate comments, and produce final versions of coordinated milestone documents and assessments.
  • Develop and collect technical data
  • Provide assistance to the Government for the development of key program metrics and shall perform periodic reviews to identify variances to program/project plans and potential issues for Government consideration.
  • Support the development review
  • Support to process and complete AF Form 1067 Modification Proposal activities

Minimum Qualifications

10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
