Huntington Ingalls Industries is currently seeking an experienced Subcontracts Administrator to join our team initially, at our Dayton, OH location, with the opportunity for a hybrid schedule. The role is open to fully remote if not local to the Dayton area.
You will be responsible for the start-to-finish administration of major subcontracts of high risk and complexity to the company. You will monitor subcontractor performance for conformance to the subcontracts and consulting agreements. Within the context of a government prime contract, be responsible for negotiating and managing agreements with a diverse group of large and small suppliers; this includes supporting the capture process through contract execution. You may also provide work leadership to lower-level employees.
Key Responsibilities:
- Communicates effectively with internal and external customers to understand and communicate requirements between companies, guiding and educating the parties through requirements, the purchasing system, to overcome adversity and meet business needs.
- Within the context of a government prime contract, supports the pre-award capture process through contract execution, with post-award responsibility for managing complex agreements with large and small subcontractors.
- Prepares the solicitation document for complex acquisitions to include statements of work, terms and conditions and flow-down terms and conditions, bid or performance evaluation factors, and other measures are incorporated into the Requests for Proposal as may be appropriate for the procurement.
- Serves as the focal point to ensure timely bids are received, reviews both the technical and cost proposals, consults with technical staff, and resolves matters of disagreement between HII and the potential subcontractor through to ensure compliant proposal acceptance.
- Ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to timeliness, cost considerations, and technical objectives.
- Prepares price analyses, negotiation memos, written reports, letters, and memoranda required for internal and external distribution.
- Builds contractor purchasing system compliant subcontract electronic files and systems.
- Reviews audit files to ensure compliance with purchasing system, industrial and government contract requirements and other internal policies and procedures.
- Prepares and presents briefings to staff and management on subcontracting matters.
- Coordinates subcontracting activities with various internal and external sources.
- Consults with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance.
- Provides guidance to less experienced Subcontract Administrators.
- Performs additional duties and responsibilities as assigned.
- Works to meet company requirements, to include surge support and where possible, add value.
What you must have:
- Bachelor's degree, preferably in procurement, supply chain, or related field and 6 years’ experience OR master’s degree and 4 years’ experience OR high school diploma or equivalent and 10 years directly related experience.
- Must possess knowledge of government purchasing systems to effectively meet procurement acquisition lead times of prime proposals, pre and post-award activity, and ensure compliance and contractor purchasing system audit readiness.
- Competency in negotiations: agreement terms, conditions, pricing, and other government requirements.
- Working knowledge of government purchasing system requirements, Federal Acquisition, and other government regulations.
- Knowledge of and ability to negotiate agreements to include commercial law and contract management principles, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement, and subcontracting, through the purchasing system.
- Understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.
- Conducts price analysis and negotiations on the company’s behalf.
- Skilled with Microsoft Office (Word, Excel, and PowerPoint) and Costpoint, highly desired.
- Excellent verbal communication, presentation, and interpersonal skills.
- Strong analytical abilities; detail oriented.
