Job Description

HII Mission Technologies is seeking a seasoned Exercise Interagency Planner to lead the design, coordination, and execution of complex joint and interagency exercises. This role focuses on integrating federal, state, and military partners into realistic training environments that simulate multi-domain operations, crisis response, and strategic coordination. You’ll shape scenarios that reflect real-world constraints, synchronize force flow, and ensure readiness across the joint force and interagency spectrum.

Essential Job Responsibilities

Exercise Design & Scenario Development

  • Lead the full Joint Exercise Life Cycle (JELC), from concept development through execution and After Action Review (AAR)
  • Develop Master Scenario Events Lists (MSELs) that incorporate whole-of-government injects—law enforcement, emergency management, public health, and diplomatic actions
  • Craft realistic operational environments using PMESII overlays and strategic planning inputs from Combatant Commands and federal partners
  • Coordinate scenario pacing and inject delivery with Control Cell and white cell participants to maintain narrative coherence

Interagency Coordination & Integration

  • Liaise with federal, state, and local agencies (e.g., FEMA, DHS, FBI, state fusion centers) to ensure synchronized participation and realistic role-play
  • Facilitate planning conferences, working groups, and tabletop exercises to align agency objectives and operational timelines
  • Ensure compliance with Homeland Security Exercise and Evaluation Program (HSEEP) standards and interagency protocols
  • Integrate non-kinetic effects (cyber, public affairs, health crises) into multi-domain scenarios to reflect real-world complexity

Joint Force Synchronization

  • Coordinate with J3 (Operations), J4 (Logistics), J5 (Plans), and J7 (Training) to align joint force capabilities, sustainment plans, and operational objectives
  • Support development of Joint Manning Documents (JMDs), TPFDDs, and readiness assessments using JTIMS, DRRS, and JLLIS
  • Monitor exercise execution and adjust force flow, agency participation, and scenario injects in real time to reflect evolving conditions
  • Capture lessons learned and performance metrics across joint and interagency participants for post-exercise reporting

Mentorship & Knowledge Transfer

  • Mentor junior planners in joint exercise planning, interagency coordination, and scenario development best practices
  • Contribute to institutional knowledge by documenting planning processes, inject libraries, and coordination templates

Minimum Qualifications

15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.

  • 9 years of demonstrated experience in exercise planning at Combatant Command or Joint Staff level.
  • Demonstrated experience in joint exercise planning, interagency coordination, and operational scenario development
  • Familiarity with JELC, HSEEP, and joint planning systems (JTIMS, DRRS, JOPES, JLLIS)
  • Strong understanding of PMESII, whole-of-government operations, and multi-domain planning
  • Excellent communication and facilitation skills across military and civilian agencies
  • Track record coordinating federal, state, and local agency participation in training or operations.
  • Strong analytic, writing, and presentation skills for actionable scenario injects.
  • Active TS/SCI security clearance required.

Preferred Requirements

  • Prior experience supporting Combatant Command or Joint Staff exercises
  • Experience coordinating with FEMA, DHS, DoS, and other federal agencies in a planning or exercise capacity
  • Completion of JOPES functional course, HSEEP certification, or Joint Deployment and Distribution Operation Course (JDDOC)
  • Military background in J3 (Operations), J5 (Plans), or J7 (Training) with interagency planning responsibilities
  • Familiarity with inject development, Control Cell operations, and scenario pacing

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
