Job Description

Join our HII Mission Technologies team in Colorado Springs as an Exercise Campaign and Effects Planner. In this pivotal role, you will synchronize Combatant Command–level exercise planning with 3–5-year campaign objectives, anticipating training, exercise, and wargame requirements to strengthen homeland defense and global integration in support of the Combatant Commander’s Campaign Plan. You’ll infuse operational narratives into the Master Scenario Events List (MSEL), collaborate across J-staff and interagency partners, and recommend effective indicators and effects that enable accurate assessment of each activity’s impact on the Campaign Plan’s lines of effort.

Essential Job Responsibilities

  • Lead integration of exercise, training, and wargame planning across J7, J3, J4, J5, and external agency partners to synchronize objectives, timelines, and resources.
  • Develop and maintain the Master Scenario Events List (MSEL), weaving in operational narratives that support long-range campaign objectives.
  • Anticipate training, exercise, and wargame requirements 3–5 years in the future to improve homeland defense and global integration ISO the Combatant Commander’s Campaign Plan.
  • Collaborate, plan, and recommend effective indicators and effects for training, exercise, and wargame activities that enable an accurate assessment of each activity’s impact on the appropriate lines of effort in the Campaign Plan.
  • Deconflict training schedules, simulation injects, and resource allocations to eliminate overlap and ensure seamless execution.
  • Apply the Joint Operational Planning Process (JOPP) and HSEEP methodologies to scenario development, force planning, and after-action reviews.
  • Conduct mission analysis and risk assessments to inform scenario design and recommend mitigations.
  • Monitor live exercise execution, capture real-time data, and provide immediate corrective guidance to controllers.
  • Produce detailed assessment reports, dashboards, and briefs summarizing findings, recommendations, and lessons learned for senior leadership.
  • Coordinate and facilitate after-action reviews and lessons-learned workshops to validate findings and inform future campaign planning cycles.
  • Advise on corrective actions and capability enhancements; track implementation of recommendations and measure their impact over time.
  • Integrate emerging doctrine, tactics, and advanced warfighting technologies (e.g., cyber, EW, space) into campaign and exercise frameworks.
  • Mentor and develop junior planners and assessment officers in integration planning, data analytics, and reporting best practices.

Minimum Qualifications

15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.

  • 9+ years of experience in exercise integration, campaign planning, or military operations at Combatant Command or Major Command level.
  • In‐depth knowledge of Joint Training System (JTS), JOPP, HSEEP methodologies, MSEL development, and long-range campaign planning.
  • Demonstrated ability to anticipate future training requirements and translate campaign guidance into executable exercises and wargames.
  • Strong analytical skills, including competence with statistical analysis and data visualization tools (e.g., Excel, Power BI, Tableau).
  • Exceptional written and verbal communication skills, with experience presenting findings to senior leaders.
  • Active TS/SCI clearance required.

Preferred Requirements

  • Prior service as an Integration, Assessment Planner, or Exercise Planner at a Combatant Command J-staff (J3/J5/J7).
  • HSEEP evaluator or instructor certification.
  • Experience with Advanced Warfighting Experiments (AWEs), Advanced Technology Demonstrations (ATDs), or operational research.
  • Experience with advanced evaluation tools and databases (e.g., JTIMS, JETS, JTAP) and collaborative planning applications (JTLS, JMUE, SIMCON).
  • Background in program evaluation, organizational performance measurement, or operational research.
  • Proficiency in statistical programming languages (e.g., Python, R) or geospatial analysis software.
  • Experience integrating cyber, EW, or space‐domain metrics into assessment frameworks.

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
