Summary
The Program Manager shall be the Beale AFB onsite prime contractor point of contact (POC), responsible for the overall contractor management, including coordination of all contractor activities, and subcontractor management. The contractor shall be responsible for reviews, analyses, presentations, evaluations, reports, recommendations, and documentation to support program cost, schedule, and performance requirements. These responsibilities shall include but not limited to: analytical, advisory, technical expertise and analysis to U-2 MPC and 99 RS activities. All requirements and responsibilities are limited to non-personal services. The Program Manager under direction of Government Lead will be responsible for a complex, multi-disciplinary program tol facilitate a multi-site program team executing program requirements and operational efforts supporting the 99 RS. The Program Manager will be responsible for providing senior management leadership including organizing, directing, and managing all aspects of contract performance. The Program Manager will be directly responsible to ensure up to 24/7/365 continuity of MPC operations and proactively take action to prevent any negative impact to U-2 operations requiring MPC support. The Manager must understand the requirements, as well as the inter-dependencies/inter- relationships of the programs.
What You Will Do
- Ensure up to 24/7/365 continuity of MPC operations and proactively take action to prevent any negative impact to U-2 operations requiring MPC support.
- Responsible for day-to-day execution of the U-2 MPC, garrison support, and other program operations and efforts. 4.2.3 Understand requirements and brief technical/product solutions.
- Prepare and regularly present status to 99 RS/CC, and other leadership as required, to include Periodic Program Reviews, Program Management Reviews, technical meetings, and proposal preparation.
- Develop, document, maintain the Program roadmap and strategy to include impacts/needs for investment, capture strategy, and impacts to other product/technology roadmaps.
- Provide leadership to multi-functional teams and key partners to ensure successful program execution.
Build collaborative program and system teams to ensure stated requirements are achieved. - Take appropriate corrective action when contractor performance measures fail to meet requirements defined in the PWS. Responsible for leading, developing, training, coaching, and hiring contractor staff for the program.
- Responsible for all aspects of project management including, but not limited to: analyzing customer requirements, aligning projects with 99 RS priorities, scheduling, sourcing/allocating resources to execute projects, and ensuring timely completion of all lines of effort.
- Prioritize and integrate process development and maturation. Ensure that the right talent is engaged and utilized at the appropriate level in order to achieve successful delivery of stated requirements/desired outcomes.
- Ensure deliberate and effective communication across all stakeholders. Identify and resolve communication deficiencies. Communicate all Information Technology (IT) challenges, including, but not limited to: security, policy, infrastructure, and technology.
- Provide internal leadership/coordination of dependencies with vendors, subcontractors and business contacts.
- Manage and maintain a professional and technical workforce engaged in a wide range services, operations and development activities.
- Formulate and review task plans and deliverables, identify/establish project scope, ensure conformance with program/project task schedules and costs/contractual obligations.
- Establish and maintain program schedules and reports reflecting status of projects to leadership.
- Organizes and assigns responsibilities to contractor subordinates. 4.2.18 Educates and trains government personnel identified by 99 RS/CC to ensure that they are able to effectively communicate with existing and potential federal and commercial partners.
- Stays abreast of new technology innovations, concepts, and capabilities. Recommend changes, modifications, and upgrades when appropriate. Assist/advise in the design of a technology acquisitions schema for recapitalization efforts.
What We Are Looking For
- 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
- Program/Project Management Tools: Proficiency in tools like MS Project, Jira, or similar for scheduling and resource allocation.
- Risk Management: Ability to identify, assess, and mitigate risks proactively.
- IT & Cybersecurity Awareness: Understanding of IT infrastructure, security policies, and compliance requirements.
- ISR Systems Knowledge: Familiarity with U-2 MPC operations, ISR doctrine, and related technologies.
- Stakeholder Management: Skilled in managing relationships with government leads, subcontractors, and vendors.
- Conflict Resolution: Ability to resolve issues and maintain collaboration across diverse teams.
- Clearance: Must possess and maintain a TS/SCI clearance.

- Master’s Degree in one of the following fields of study: Management, Business, Finance, Economics, Science, Technology, Engineering, or Mathematics.
- Project Management Professional (PMP) Certification; as certified by Project Management Institute (PMI).
- Master of Business Administration (MBA), Doctor of Business Administration (DBA), or Doctor of Philosophy in Business, Management, Finance, or similar field of study from an accredited academic institution.
- Knowledge of DoD Intelligence, Surveillance, and Reconnaissance (ISR) and/or High-Altitude ISR (HAISR) doctrine, systems, and processes.
- Significant professional experience in leadership and program management with operations, technology, development, and sustainment programs.
