Job Description
HII- Mission Technologies is looking for a Targeting Tech Advisor at Buckley AFB, Aurora, CO. This position will support the 743D MI BN and 704th MI BDE, via Intelligence and Security Command (INSCOM). These units are developing an Army component Over-the-Horizon Targeting (OTH-T) and Deep Sensing capability focused on the enablement of Long-Range Precision Fires (LRPF). The purpose of this contract is to provide support for the sustainment of the 704th MI BDEs OTH-T operational and training sites, resulting in: optimizing the health and useful life of the system; and optimizing operational availability of the equipment and supporting infrastructure. Contractors will utilize but are not limited to the systems below, including multi-Service (USAF, USA, USMC, USSF), mission partners, and International Partners.
Essential Job Responsibilities
- You will provide continued and sustainment support for Over the Horizon Support to Targeting to achieve objectives for NTDM operations and maintenance for OTH-T supported efforts.
- Specific objectives include providing direct training and support to operators for the NTDM Enterprise at Buckley Space Force Base (BSFB), systems engineering tasks for a dedicated NTDM environment, and supporting other operations and maintenance tasks as identified, prioritized, and planned as part of Parsons’ quarterly Program Increments (PIs) to the level funded.
- This effort will provide Subject Matter Expertise and Model-Based Systems Engineering (MBSE) / Digital Engineering (DE) analyses and technical assistance to the AFNTI-C for tests, events, and efforts related to Over The Horizon Targeting (OTH-T) and Sensor to Shooter (S2S) activities.
- As the primary Technical Advisor (TA) on OTH-T to the 743D MI BN, you will use various tools to provide operational and tactical support to Deep Sensing and LRPF mission sets. You will include assessments of C2 architectures, data flow, and targeting requirements to enable U.S. Army OTH-T kill chains. You provide classified and unclassified deliverables including:
- Threat-based Technical Analysis Briefs
- Long Range Kill Chain Concept of Employment (CONEMPs) Briefs
- DoD Architecture Framework (DoDAF) Overview and Summary Information (AV-1)
- DoDAF Integrated Dictionary, All View 2 (AV-2)
- DoDAF Operational Concept Graphic, Operational View 1 (OV-1)
- DoDAF Operational Event Trace Model, Operational View 6c (OV-6c)
- Final Results and Analysis Brief
- In support of U.S. Army OTH-T program development, you provide system training, on request, to military, government and contractors supporting OTH-T events. You are neither required nor expected to conduct formal training, but will provide necessary instruction to members to enable OTH-T employment.
- Train unit personnel on how to plan, establish, and manage the data link interfaces that connect and share a common picture within a Joint Task Force (JTF) and/or functional component HQs with multinational forces and other organizations. JID-TC courses also introduce the student to the Tactics, Techniques, and Procedures (TTPs) on advances in networked warfare and emergent capabilities to achieve interdependence and operational effectiveness.
- Primary Joint Interface Control Officer (JICO), with prerequisite knowledge and skills for integration and interoperability of Tactical Data Links (TDL) within the Multi-TDL Network (MTN) to contribute to the Common Tactical Picture (CTP) and planning and management of tactical data through gateways or extended interfaces to support the Joint Data Network (JDN).
- Travel may be required to travel CONUS/OCONUS during the performance of this contract to attend meetings, conferences, and training. May also be required to travel to off-site training locations, and to ship training aids to these locations in support of this PWS
Minimum Qualifications
- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
- Experience and knowledge regarding intelligence support to the Army Fires process.
- A general understanding of Army Intelligence and Fires architecture.
- A robust background in Signals Intelligence (SIGINT) and more specifically overhead collection, processing, and exploitation.
- A strong background in space-based capabilities and limitations
- The ability to integrate National SIGINT Capabilities into Tactical Mission Planning.
- Clearance - Must posses and maintain TS/SCI with poly
Preferred Requirements
- 6-10 years experience in Over The Horizon Targeting
- Previous experience as an Army MOS 35N Signals Intelligence Analyst or 35S Signals Collection Analyst or similar experience in another service.
- Experience providing classified and unclassified deliverables including:
- Threat-based Technical Analysis Briefs
