Position Summary 
 

We are seeking an Electromagnetic Spectrum Policy Professional to provide direct support to our government customer The Department of Defense Chief Information Officer in Arlington, VA. in the area of electromagnetic spectrum management decisions, national/international regulatory issues, and national/international policy. The Sr Spectrum Policy Analyst will have a technical background in RF wireless systems, use of the electromagnetic spectrum, familiarity with policy and programs pertaining to the NTIA, ITU and FCC. Qualified candidates will understand the process of developing spectrum plans and policy involving preparing analyses and position papers. The Sr Spectrum Policy Analyst will research and develop relocation transition planning recommendations and guidance on DoD and commercial coordination associated with spectrum auctions. Provide research and technical expertise and analysis of radio frequency interference and their potential impacts to warfighter capabilities. Prepare regulatory background papers, perform analysis, conduct research, and develop strategic assessments and analysis of the implementation of commercial entry. Support the research and development of the formal DoD and commercial broadband service providers coordination processes while assisting with the DoD relocation tools implementation within the facilitation process. The Sr Spectrum Policy Analyst supports lead technical and policy personnel and project managers as well as directs the activities of junior staff as necessary.
 

HII's expertise in wireless communication includes 50+ years of performing RF Engineering for DoD, gov. agencies, and commercially both in the US and overseas, analyzing, and formatting spectrum data, including frequency assignment, spectrum certification, LiDAR, and other geo-referenced data. Our Scientists and Engineers support diverse tasks such as spectrum forensics and deconfliction, testing for coverage amid urban clutter, and antenna site planning. HII's RESED team offers opportunities from projects supporting international satellite coordination in space to countering IEDs. What you will do

 

  • Provide support for DoD research and development coordination procedures to protect DoD operations and RF monitoring.
  • Conduct domestic radio frequency technical analysis in support of DoD and executive branch decision making.
  • Research impacts to DoD equities and develop proposed changes to NTIA and other Executive Branch policies that concern new or emerging EMS regulations, tools, and processes related to spectrum reallocation efforts (e.g., transition plans.)
  • May provide technical guidance and oversight to lower level technical staff.
  • Prepares and reviews input to technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.
  • Identifies opportunities for follow-on tasking for current projects; develops related briefings, specific project proposals, and works through appropriate channels to schedule presentation of these briefings and proposals to prospective customers.
  • May provide recommendations for improvements to existing quality systems or applicable company procedures and guidelines.
  • Liaise with program offices to understand program current and future requirements.
  • Be part of a team of spectrum regulatory experts aimed at protecting incumbent programs from radio frequency interference and ensuring future program compliance with national and international regulations.
  • Participate in national and international regulatory meetings and conferences and provide analysis support for input into these meetings
  • Participate in coordination meetings with other satellite operators to ensure program protection requirements are met.

What we are looking for

 

  • 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • Familiar with national and international spectrum policies and spectrum regulatory, registration and coordination processes
  • Familiarity with the ITU Radio Regulations and U.S. regulations
  • An active US secret security clearance is required

Preferred Requirements

 

  • 12 years of experience with at least a Bachelor's or a Master's degree and 10
  • Advanced knowledge of relevant tools, equipment, hardware and software.

  • May require working in an office, industrial, shipboard, or laboratory environment.
