Job Description
HII- Mission Technologies is looking for a Munitions R & D Portfolio Management Specialist to work in Alexandrea, VA.
This position works directly in support of the Director of Munitions Technologies and assists with developing and executing their vision and guidance driving the next generation of munitions technology development for the Joint Force. The position works primarily out of the Mark Center in Alexandria, VA and requires a TS clearance with eligibility for SCI indoctrination.
The Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) Joint Munitions Portfolio (JMPo) focuses on the discovery and evolution of leap ahead conventional munitions technologies; energetics technologies that enable improved performance, range, and lethality; and technologies that enable complex fuzing in advanced weapons. The JMPo has multiservice participation, is aligned with National Defense Strategy (NDS), and supports the following OUSW(R&E)’s priority areas: microelectronics; artificial intelligence and machine learning; biotechnology; autonomy; cyber; directed energy; hypersonics; space; 5G; fully networked command, control, and communications; and quantum science. Within the JMPo, the Joint Enhanced Munitions Technology Program (JEMTP) and the DoW and Department of Energy (DOE) Joint Munitions Program (JMP) define Science and Technology (S&T) challenges and transition technologies developed by JMPo.
Essential Job Responsibilities
- Works directly with the Director of Munitions Technologies.
- Designs and implements business processes to enable product research and development portfolio prioritization, resource allocation, and risk management.
- Designs related integrated process and product team activities and directs technical and operational activities to ensure vertical and horizontal integration.
- Provides product portfolio analyses and reports to management committees for support of decision-making. Leads teams in strategy efforts, lifecycle management planning, and assessments of probability-of-success.
- Develops systems to support dynamic portfolio management. Serves a key role in portfolio evaluation process.
- Drives initiatives across functions, research and development units to create fully integrated strategies.
- Monitors and reports on portfolio status and proactively addresses and resolves issues.
- Up to 10% travel required in support of office mission.
Minimum Qualifications
- 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
- Must be able to work on site in government location in the Mark Center (or as directed by the government mission partner).
- Leading integrated planning teams supporting research and development
- Developing tools supporting executive-level decision-making
- Coordinating and leading internal and interagency meetings
- Project management experience
- Clearance- Must possess a current TS/SCI (SCI indoctrination within 30-days of start date)

- Experience with DoW munitions technologies.
- Understanding of DoW funding process.
- Understanding of DoW/DOE Joint Munitions Program.
- Experience with DoW research and development.
