Job Description
Join the growing Warfare Systems Business Group at HII-Mission Technologies! We are seeking a Mid-Senior Project Analyst (Systems Application Analyst) to support the Defense Security Cooperation Agency (DSCA). This role plays a key part in bridging business needs with technical solutions by gathering and analyzing requirements, supporting data engineering and analysis activities, and contributing to the modernization of enterprise systems in AWS cloud environments. The ideal candidate excels at understanding complex business processes, translating them into clear system specifications, and ensuring solutions deliver maximum value to DSCA stakeholders in the National Capital Region.

Essential Job Responsibilities
- Develops and configures systems specifications that address business requirements, processes, and that fit with the company's system architecture standards. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. Evaluates interface between hardware and software, operational requirements, and characteristics of overall system. Establishes and documents system parameters and formats, ensures hardware and software systems compatibility, and coordinates and/or modifies system parameters in terms of existing and projected computer capacity and capabilities. Revises existing systems and tests functionality of the system to correct deficiencies and maintain more effective data handling, data integrity, conversion, input/output requirements, and storage. May document testing and maintenance of system updates, modifications, and configurations. May act as a liaison with other business functions.
- Lead and facilitate requirements gathering sessions with stakeholders, including end-users, program managers, and technical teams, to capture detailed functional and non-functional requirements.
- Perform data engineering and data analysis tasks to support system design, reporting, and decision-making processes.
- Analyze current business processes and recommend improvements through system enhancements, automation, or new capabilities.
- Support the development and maintenance of system documentation, including specifications, user stories, process flows, and interface control documents.
- Collaborate with technical teams on system design, integration, testing, and deployment activities, with emphasis on AWS cloud data environments.
- Evaluate and recommend solutions that align with enterprise architecture standards, data governance policies, and DoD compliance requirements.
- Serve as a liaison between business stakeholders and technical development teams to ensure clear communication and successful project outcomes.
- Contribute to project planning, scheduling, risk management, and status reporting activities.
- Performs additional duties as assigned or required to advance mission goals.
Minimum Qualifications
- Experience in requirements gathering and customer/stakeholder engagement.
- Experience with data engineering or data analysis activities.
- Strong analytical and problem-solving skills with the ability to translate business needs into technical requirements.
- Ability to work independently while thriving in collaborative team settings.
- Self-motivated initiator with strong problem-solving skills and a proactive approach.
- Clearance: Must possess and maintain an active Secret clearance (minimum) at the time of application and consideration.
- Location: Must be based in the National Capital Region (NCR), with in-office presence required up to 3 days/week.

Preferred Requirements
- Experience working in AWS cloud data environments (e.g., S3, Glue, Athena, Redshift, or Lake Formation).
- Familiarity with data engineering concepts, ETL processes, and data modeling.
- Experience supporting DoD or federal government customers, particularly within security cooperation or CIO organizations.
- Knowledge of Agile methodologies and tools (JIRA, Confluence, etc.).
- Experience in SAFe Agile environments, including participation in PI planning and Scrum/Kanban ceremonies.
- Strong written and verbal communication skills with the ability to engage senior stakeholders.
Physical Requirements
- Ability to remain in a stationary position for prolonged periods while working at a computer.
- Ability to operate a keyboard, mouse, and standard office equipment to perform analytical tasks.
- Must be able to effectively communicate in virtual meetings, briefings, and secure collaboration environments.
- Ability to review, analyze, and interpret digital data for extended periods with attention to detail and accuracy.
- Occasional light lifting of documents or equipment up to 10 lbs, if needed for home-office setup.
- Must maintain a home work environment that meets company and government security requirements (e.g., controlled space for handling sensitive or FOUO information, if applicable).

Must be able to work assigned East Coast core business hours to support program and customer requirements.
