Job Description
Mission Technologies, a division of Huntington Ingalls Industries is seeking a Operations Manager (SITE) to manage the overall range operations and maintenance in accordance with contract requirements at the Pinecastle Bombing Range Complex located near Altoona, FL.
- Directs the work of all contractor range personnel including Range Operations and Maintenance, Logistics, and Range Support functions, directly or through supervisors.
- Single point of contact with government on-site personnel on all matters.
- Establishes and implements technical, administrative, and financial controls for contractor operation, maintenance, and support in accordance with contract requirements.
- Responsible for quality of all contractor range functions, to include operations, maintenance, corrosion control, logistics support, technical library, security, transportation, training, safety, supply, quality assurance, and facility services.
- Supports the Configuration Management program.
- Member of the Engineering Review Board and the Configuration Control Board.
- Complies with contract requirements and takes action when necessary to correct deficiencies.
- Represents contractor on contract matters relating to daily operations of the range.
- Meets with the government as requested.
- Supports government-sponsored meetings, briefings, and reviews as required.
- Prepares or approves required reports to ensure compliance with all contract requirements.
- Negotiates and/or administers subcontracts as required.
- Develops and produces monthly Status Report and other CDRL reporting requirements.
- Ensures coordination and cooperation with other contractors/government agencies when required, in the following areas: security, PM program, training and materials, inspections, range schedules, system-level checks, fault isolation, property accountability, new equipment integration, storage space, files, data, and other records information.
- Coordinates range scheduling with the government representatives as required.
- Oversees scheduling of work assignment and workloads in accordance with operational tasking and maintenance requirements.
- Schedules personnel to ensure adequate coverage of all tasks, utilizing staggered schedules as necessary to minimize overtime.
- Supports users and supporting groups in the development and conduct of live missions.
- Provides recommendations to improve or expand all facets of operations to include maintenance, overhaul, engineering, and logistics support.
- Provides economy of operation by improvement of work methods and procedures.
- Ensures employees conduct themselves in a proper and professional manner at all times and adhere to applicable government regulations.
- Resolves personnel problems and situations within range activities.
- Evaluates performance of assigned personnel.
- Position requires flexibility to work occasional non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements. Additionally, position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements.
Essential Job Responsibilities
- Responsible for the profit and loss and technical aspects of a program(s) generating profitable revenue and fee for the company.
- Directs all phases of programs from inception through completion.
- Program may be based out of a single location utilizing established technologies requiring standard application to provide solutions to a variety of technical problems.
- Responsible for the cost, schedule and technical performance of company programs.
- Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
- Develops new business or expands services with the customer.
- Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
- Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Minimum Qualifications
- 6 years relevant progressive experience with Bachelors in related field OR
- 4 years relevant progressive experience with Masters in related field OR
- High School Diploma or equivalent and 10 years relevant progressive experience.
- Must possess a valid state Driver’s License.
- Ability to obtain and Must maintain current CPR/First Aid certification.
- Supervisory experience.
- Secret Clearance required.
- Must be a US Citizen.
Preferred Requirements
- 7 years experience in tactical training systems and/or aviation operations.
- 5 years management or supervisory experience, with increasing levels of responsibility, directly related to aircrew training ranges, ordnance ranges, and supporting infrastructure.
Physical Requirements
May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
