Job Description

HII Mission Technologies is seeking an HR Program Specialist to provide support to the Department of War Innovation Unit (DIU) in Alexandria, Virginia. The HR Program Specialist will provide critical Human Resources program oversight and operational support across key functional areas, including timekeeping, performance management, and policy administration. This role requires a seasoned HR professional with expertise leading or overseeing HR programs within a DoD or Federal environment, strong technical writing skills to establish Standard Operating Procedures (SOPs), precise attention to detail, and the ability to brief senior leadership on program updates and compliance standards. 

 

DIU works to solve operational problems identified by the joint force and integrate into the Department of War's innovation strategy. DIU cuts procurement timelines to field low-cost, high-lethality and critical operational technology into the hands of the warfighters - fast. 

Essential Job Responsibilities

  • Performance Management Administration (AcqDemo & DPMAP):
    • Manage and execute the end-to-end annual performance management lifecycles for civilian personnel under the DoD Acquisition Workforce Personnel Demonstration Project (AcqDemo) and the DoD Performance Management and Appraisal Program (DPMAP).
    • Administer the CAS2Net system for AcqDemo performance plans, mid-point reviews, and annual ratings assessments.
    • Provide operational guidance to employees and supervisors on performance plan setup, SMART objective writing, and appraisal cycle deadlines.
    • Support leadership in utilizing AcqDemo flexibilities to align workforce performance goals with strategic organizational objectives.
  • Time and Attendance Oversight (DAI):
    • Administer timekeeping processes across the organization using the Defense Agencies Initiative (DAI) system.
    • Enforce compliant timekeeping procedures, ensuring employee timecards are correctly coded for regular duty, remote work, and situational telework to maintain audit readiness and payroll accuracy.
  • Track timecard submission timelines, monitor approvals, and resolve system or timekeeping issues for supervisors and staff.
    • HR Policy, SOP Development & Program Leadership:
    • Oversee assigned HR program areas, mapping core workflows to streamline operations and eliminate operational silos.
    • Draft, coordinate, and publish formal Standard Operating Procedures (SOPs), policy documents, job aids, and supervisory user guides.
    • Conduct continuous review of HR practices to ensure alignment with OPM, DoD, and agency regulatory standards.
  • Executive Briefings & Leadership Advisory:
    • Prepare and deliver formal and informal executive briefings, reports, and data-driven dashboards to senior leadership regarding HR program status, metrics, and readiness.
    • Provide policy advisory services to management on supervisory guardrails, compliance rules, and personnel procedures.

Minimum Qualifications

  • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
  • 5+ years of professional experience in Human Resources program management or HR operations (preferably supporting DoD or Federal agencies).
  • Demonstrated experience leading or overseeing federal/DoD HR programs and initiatives.
  • Experience with federal hiring processes, staffing workflows, and talent acquisition procedures.
  • Key Competencies & Technical Skills:
    • Policy & SOP Writing: Excellent writing skills with proven experience creating formal policy documents, SOPs, and employee guidance materials.
    • Attention to Detail: High level of precision in auditing DAI timecards, managing system data integrity, and tracking performance management timelines.
    • Executive Briefing Skills: Ability to translate complex HR policies and datasets into concise, actionable briefings for senior executive leaders.
    • Technical Systems: Proficiency with Defense Agencies Initiative (DAI), Defense Civilian Personnel Data System (DCPDS), CAS2Net, DPMAP, and standard Microsoft Office / Google Workspace suites.
  • Clearance- Must be able to obtain and maintain a SECRET clearance within 30 days of start.

Preferred Requirements

  • Master’s degree in Human Resources, Organizational Leadership, Public Administration, or a related field.
  • Current, active Secret clearance.
  • Experience with the AcqDemo personnel system and CAS2Net administration
