HII Mission Technologies seeks an experienced Project Manager with DoD Acquisition experience to provide critical program management support for the Air Force Nuclear Weapons Center (AFNWC) Air Delivered Capabilities Directorate – Secure Storage Division. This key personnel position will lead high-visibility nuclear weapons programs including the Disablement Management System (DMS) Modification Program and support the Weapon Storage and Security System (WS3) and Vault Modernization Program (VMP).
As a Program Manager in the NDW portfolio, you will be supporting AFNWC with the execution of multi-million dollar defense acquisition programs. This role requires expert knowledge of DoD acquisition processes, nuclear certification requirements, and the ability to manage complex, multi-faceted programs in a highly regulated environment.

Responsibilities: I want to and can do that!

  • Lead the DMS Modification Program including installation of fielded systems at multiple WS3 operational locations throughout Europe
  • Oversee cost, schedule, and performance of contract deliverables with demonstrated expertise in personnel resource allocation and contract management
  • Develop and maintain Integrated Master Schedules for all on-site preparation, completion activities, and PMO program management activities
  • Support WS3 and VMP programs as assigned, ensuring seamless integration across NDW portfolio
  • Apply expert knowledge of DoD 5000.02 acquisition systems and analytical methods to gather, analyze, and evaluate information required by the Program Management Office (PMO)
  • Ensure compliance with AFI 63-125 Nuclear Certification processes and coordinate nuclear certification activities
  • Provide day-to-day Program Management support including writing and reviewing program documents, and tracking contracting actions
  • Develop solutions to problems relating to acquisition effectiveness and compliance, draft acquisition documentation, and ensure quality control
  • Support installation and verify operational capability of DMS Mod Systems at multiple locations
  • Coordinate on-site maintenance and operational training at all installed sites
  • Conduct product acceptance evaluations and contractor testing at all installed sites
  • Resolve DMS installation anomalies identified during Government Acceptance Tests (GAT)
  • Develop system availability metrics and performance indicators for sustainment reporting
  • Prepare weekly status reports on DMS Mod installation readiness, testing, and base spares availability
  • Coordinate with military, civilian, and contractor personnel
  • Present to senior-level leadership with professional presentations demonstrating high degree of accuracy and quality
  • Facilitate coordination between multiple stakeholders including international NATO partners
  • Ensure Government retains inherently governmental decision-making authority in all contractor support activities

What you must have:

  • 6 years relevant progressive experience with Bachelors in a technical engineering field, business, or management or 4 years relevant progressive experience with Masters in a technical engineering field, business, or management.
  • Minimum 5 years of experience managing projects of similar size, scope, and complexity
  • Demonstrated expertise in personnel resource allocation, supervision, and contract management
  • Must possess and maintain SECRET security clearance
  • Expert knowledge of DoD 5000.02 acquisition systems and processes
  • Proficiency with AFI 63-125 Nuclear Certification processes
  • Strong analytical methods and techniques for information gathering, analysis, and evaluation
  • Demonstrated proficiency in Microsoft Office products and project management tools
  • Project management expertise with proven ability to manage complex, multi-faceted defense programs
  • Strong communication and coordination skills across diverse functional disciplines
  • Problem-solving capabilities with focus on acquisition effectiveness and compliance
  • Quality control and assurance experience in defense contracting environment
  • Risk management experience with ability to identify risks, communicate risk to stakeholders, and develop/implement mitigation strategies
  • Ability to travel up to 10% of the time to international or domestic locations

Preferred Requirements

  • 8+ years of experience managing defense acquisition programs of similar complexity
  • 3+ years of experience supporting Air Force Nuclear Weapons Center or nuclear weapons programs
  • Experience with nuclear certification processes and nuclear weapon system acquisition
  • Knowledge of NATO operations and international defense cooperation
  • Current TOP SECRET clearance with eligibility for special access programs
  • Master's degree in engineering, business, or management
  • PMP certification or equivalent project management credentials
