Anticipated Salary Range: $125,831.00 - $220,000.00. The salary range for this role is intended as a good faith estimate based on the role's location, expectations, and responsibilities. When extending an offer, Enlighten takes a variety of factors into consideration which include, but are not limited to, the role's function, internal equity and a candidate's education or training, work experience, certifications and key skills. Job Description

Enlighten is looking for a Program Manager to provide leadership of a cloud, big data program. The program requires knowledge of cloud computing technologies, program management concepts, and agile software development. The PM will interface with the government contracting officer representative (COR) and the Enlighten management team. The Program Manager performs day-to-day management of the program and develops long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract. Will work hand in hand with technical SME to provide the best support to the customer. Work is a hybrid role with some on-site work in Washington, DC and occasional travel to the local Columbia, MD office as needed. Some travel CONUS to different customer locations possible.

Essential Job Responsibilities

  • Assist in customer meetings, trade shows, conferences with public speaking on company capabilities.
  • Responsible for numerous aspects of the contract to include program execution, meeting or exceeding delivery objectives and milestones, and outstanding cost performance. 
  • Responsible for formulating and enforcing work standards, developing and executing project schedules, reviewing work discrepancies, supervising personnel and communicating policies, procedures, and goals to team members.
  • Will work with the technical leads to oversee personnel and technical management of all tasks and will ensure that the full range of corporate resources is available to perform the required tasks.
  • Provides management oversight of all program personnel, both Enlighten and subcontractors, ensuring the highest quality of task completion and deliverables in accordance with the contract.
  • Performs horizontal integration planning, and interfaces frequently with other functional areas such as subcontracts, project control, and personnel security. 
  • Ensures program deliverables and schedules are implemented in a timely manner; provides supervision, training, and direction to staff; and serves as the single point of contact for all customer issues or concerns. 
  • Accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion.  
  • Additional duties as assigned.
     

Minimum Qualifications

  • Security Clearance: A current Secret clearance is required; U.S. Citizenship required. 
  • 6 years of experience working with projects of similar scope, type and complexity and a Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity including Firm Fixed Price (FFP).
  • Must have prior experience supporting technical contracts for DoD customers (prefer prior experience with Coast Guard or Air Force). 
  • Prior experience with either directly providing Defensive Cyber Security or managing a contract that supported this work.
  • Ability to work with technical experts like Software Engineers to help support the customers needs.      
  • Experience hitting project milestones, maintaining a project schedule, providing documentation, etc.
  • Superb communication skills and strong public speaking skills.
  • Strong knowledgeable and understanding of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Must be able to work a hybrid schedule with some on-site work in Washington, DC. However, flexibility is essential to accommodate any changes in the schedule.
  • Ability and willingness to travel CONUS when needed.

Preferred Requirements

  • Prior experience with BDP (Big Data Platform) is a huge plus.
  • Project Management Professional Certification (PMP) is highly desired.
  • Prior technical skills is a huge plus, but not required.
  • DoD 8140 / 8570 compliance certifications may be required in this position as directed by the customer.
