Summary
We are seeking an experienced and strategic Director of Regulatory Compliance to lead the division’s compliance activities with federal regulations, government audit requirements, and cost accounting standards. This senior leader will drive compliance excellence across the organization, oversee interactions with federal oversight agencies, and ensure our policies, practices, and submissions uphold the highest standards of regulatory integrity.
The ideal candidate is a seasoned government contracting expert with extensive experience managing CAS, FAR, DCMA/DCAA audits, cost structures, and rate negotiations for large organizations. The role will serve as a liaison with division senior executive leadership and represent the division in coordination with the corporate government compliance team.
Location: This position may be based in the DC Metro area or Virginia Beach, VA.
What you will do
- Audit Coordination and Liaison with DCAA: Serve as the primary point of contact for DCAA audits, such as incurred cost audits, CAS audits and labor and time-charging audits, and ensure all responses and documentation are accurate and timely.
- Lead the preparation, maintenance, and submission of CAS Disclosure Statements, ensuring accuracy and alignment with organizational practices.
- Oversee the preparation and submission of incurred cost proposals and ensure compliance with division practices, policies and regulatory standards.
- Oversee policies and methodologies for indirect cost treatment, cost pool structure, and allocation practices.
- Provide expert advice on cost allowability, regulatory compliance, and interpretation of relevant guidelines to ensure the organization adheres to all federal requirements.
- Collaborate with the rates group to review and understand the statement of indirect expenses, including expense pools and allocation bases, to implement any needed adjustments.
- Manage all interactions with the Defense Contract Management Agency (DCMA) and the Defense Contract Audit Agency (DCAA), including audits, reviews, and compliance monitoring.
- Work with administrative contracting officers on various segments to maintain alignment and compliance across different contract and audit requirements.
- Lead responses to government audits and inquiries, ensuring accurate, timely, and well-supported submissions.
- Oversee final indirect cost rate settlement negotiations and support contract closeout processes.
- Coordinate on contract administration issues and ensure smooth communication and resolution of any compliance-related matters.
- Provide executive leadership with strategic guidance on compliance impacts related to pricing, business system changes, acquisitions, and new business pursuits.
- Partner with Finance, Pricing, Legal, Operations, and Internal Audit to maintain a strong internal control framework aligned with federal requirements.
- Build and mentor a high-performing compliance team and foster a culture of regulatory excellence.
What you must have
- 10 years relevant progressive experience with Bachelors in related field; 8 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant progressive experience.
- 10–15 years of progressive experience in government contracting compliance, regulatory accounting, pricing, or audit.
- Demonstrated expertise in:
- Cost Accounting Standards (CAS)
- CAS Disclosure Statements
- Indirect rate structures, cost pools, and allocation methodologies
- Final rate settlement and contract closeout
- Significant experience working directly with DCMA and DCAA, including managing audits, negotiations, and compliance assessments.
- Deep knowledge of FAR, DFARS, and federal cost principles for major contractors.
- Proven leadership experience in a complex, large-scale, publicly traded organization.
- Excellent communication skills, with the ability to present complex regulatory concepts to senior executives and government officials.
