Job Description

Identity / Risk Management SME (Field Ops)  (Mission Assurance 5) - HII Mission Technologies is seeking a skilled military veteran or IC Agency counterpart to support customer operations in Fort Meade, MD. This critical role serves a Combatant Command (CCMD) in a complex, evolving DoD program. As an Identity / Risk Management SME (Field Ops), you will enable technical and tactical operations through expert assessments of the operating environment and adversary. Acting as a key liaison, you will collaborate across echelons to drive operational dominance. You must be able to work independently or in small teams, developing solutions grounded in a comprehensive global and internal understanding. Using Risk Management principles, you will analyze challenges and recommend viable options. Under general direction from HII leadership, you will handle sensitive, multi-faceted assignments requiring analytical synthesis of complex systems. You will anticipate future requirements, evaluate plans, and apply best practices to meet urgent operational needs. Your expertise will be essential in assessing feasibility, advising command leadership, and ensuring mission success. A thorough understanding of operational mission areas and national defense requirements is required.

Essential Job Responsibilities

  • Strategic Analysis: Evaluates military command operations, electronic warfare, force readiness, and contingency planning. Provides expert recommendations to enhance operational effectiveness.
  • User Collaboration: Engages with stakeholders to refine requirements, assess training effectiveness, and optimize operational systems.
  • Doctrine Integration: Applies emerging doctrine from Advanced Warfighting Experiments (AWEs) and Advanced Technology Demonstrations (ATDs) to strengthen military capabilities.
  • Policy & Risk Management: Advises senior government officials, leveraging DoD directives to enhance identity and risk management strategies. Operates in joint and DoD-unique environments.
  • Operational Leadership: Develops innovative solutions for complex challenges. Leads small-scale projects, working groups, readiness exercises, and training initiatives.
  • Quality & Compliance: Ensures high standards in documentation, reporting, and security procedures. Resolves program priorities while maintaining mission integrity.
  • Expert Consultation: Produces high-impact briefings, reports, and strategic insights. Mentors and guides program staff to advance operational excellence.

Minimum Qualifications

15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.

  • 15+ years of identity / risk management analysis experience with a Bachelors degree. Experience may be substituted for education
  • Experience with various techniques applied to identity & risk management methodologies
  • Maintain knowledge of established risk management and OPSEC plans
  • Experience in determining the operational validity of a unit's manage attribution & risk management Tactics, Techniques, and Procedures (TTPs)
  • Knowledge of various open sources, digital behaviors, and common platforms used in one or more CCMD AORs
  • Experience within the Intelligence Community, CCMDs (J2X/3X), or Federal Law Enforcement in the specialty areas of CI/HUMINT, Cyber, SIGINT. 
  • Experience in Surveillance Detection Route (SDR) and Counter-surveillance planning
  • TS/SCI clearance required with a CI Poly

Preferred Requirements

  • 19+ years of identity / risk management analysis experience
  • Successful completion of one of the following JCITA courses: Fundamentals of Sensitive Support, Due Diligence Course, Advanced Planners Course, or Advanced Technicians Course
  • DoD or military service special agent credentialing course
  • DoD or military service intelligence analyst producing course
  • DoD or military service training in SDR / Fieldcraft
  • ASOT Level 2+ qualified
  • Excellent communication, interpersonal and presentation skills

Other: Position may require supporting multiple DoD customers.  Incumbent must be able to travel to points within designated area of responsibility on an "as required" basis.

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
